Typical Accountabilities
• Lead the safe, compliant, reliable, and cost-effective operation of site utility and environmental systems, ensuring continuity of critical services for manufacturing and site operations.
• Directly lead Utilities Operations personnel, including work coordination, shift coverage, performance management, training, qualification, development plans, and succession planning.
• Maintain operational control, procedures, logbooks, alarm response, escalation protocols, and required records for utilities systems in accordance with cGMP, SHE, company standards, and applicable permits and regulations.
• Ensure utilities equipment is operated within approved parameters and that chemical treatment, inspections, testing, emergency generator readiness, and standby arrangements are executed as required.
• Lead troubleshooting, incident response, operational risk assessment, and recovery of utilities systems; coordinate effectively with Maintenance, Engineering, SHE, Quality, Manufacturing, Security, contractors, and external agencies.
• Serve as the Facilities Management leader and governance owner for the Reliability strategy, including TPM and ALCM, aligned with site objectives, long-term plans, and License to Operate priorities.
• Develop and maintain the reliability roadmap for Facilities Management assets using equipment criticality, failure history, condition data, risk, business impact, and life-cycle cost.
• Drive Reliability-Centered Maintenance and optimization of preventive, predictive, and condition-based maintenance programs, including vibration, thermography, oil, ultrasonic, and other applicable technologies.
• Lead or facilitate Root Cause Analysis, FMEA, bad-actor elimination, defect elimination, and recurrence-prevention actions for utilities and Facilities Management assets.
• Lead ALCM governance, including asset condition and obsolescence assessments, risk prioritization, mitigation plans, renewal strategies, and integration into the five-year plan, Site Master Plan, capital plan, and risk register.
• Establish and monitor reliability and utilities performance indicators, visual management, dashboards, and management reports, including availability, downtime, PM compliance, repeat failures, energy and water performance, cost, and risk reduction.
• Partner with project teams to embed maintainability, operability, reliability, spare-parts strategy, commissioning, qualification, and life-cycle requirements into capital and expense projects.
• Support critical spare-parts and materials strategies, balancing equipment risk, availability, lead time, inventory, and cost.
• Support Facilities Management financial processes, including annual budget, RBU and MTP forecasts, accruals, purchase orders, service entries, contracts, utility forecasts, and monthly cost monitoring versus plan; prepare business cases and financial analyses for reliability and utilities investments.
• Support the Sustainability leader and site sustainability program by providing accurate utilities consumption and emissions data, technical evaluations, project execution support, and operational improvements related to energy, water, waste, carbon, and resource conservation.
• Represent Facilities Management in reliability, TPM, ALCM, utilities, and technical forums; support sustainability forums when requested.
• Promote Lean ways of working, standard work, Gemba, problem solving, Kaizen, and continuous improvement across Utilities Operations and Facilities Management reliability processes.
• Serve as acting delegate for the Associate Director, Facilities Management when required, providing operational decision-making, escalation management, stakeholder coordination, and continuity of departmental leadership within delegated authority.
• Provide backup support for CMT, BCP, risk management, and other Facilities Management programs as assigned.
Education, Qualifications, Skills and Experience
Essential
Education/Experience:
Bachelor’s degree in Mechanical, Electrical, Chemical Engineering, or a related engineering discipline, with a minimum of six (6) years of relevant experience in utilities operations, maintenance, reliability, or facilities engineering, including demonstrated people-leadership experience. Thorough knowledge of pharmaceutical or similarly regulated operations, GMP and non-GMP utilities, environmental and safety requirements, maintenance and reliability practices, validation/qualification, change control, and project execution. Demonstrated experience with TPM, ALCM or asset management, preventive and predictive maintenance, root cause analysis, and financial decision-making in an operating environment.
Language:
Fully Bilingual (English and Spanish)
Ability to read, analyze, and interpret general business (Business acumen), professional industry trend, including SHE area /technical/GMP and government regulations. Ability to write business case project proposals, plans, budgets and relate project documents. Ability to write technical (both high and low level) specifications, procedures, plan, and reports. Ability to effectively present technical information and respond to questions from group of peers, managers, and customers/stakeholders.
Digital Literacy:
Working knowledge of MS Windows Operating Systems. Windows applications such as Word, Excel, Access, Power Point and Project, among others. Working knowledge on SAP, and GVLMS.
Desirable
- Professional Engineer license preferred.
- Experience in the pharmaceutical or biotechnology industry preferred.
- Lean Six Sigma certification preferred.
- Certified Maintenance and Reliability Professional, asset management, TPM, or equivalent certification preferred.
- Experience with SAP PM, Power BI, BMS and computerized maintenance management systems preferred.
