As we scale marketplace facilitator obligations across various jurisdictions, we're building the future of fraud and abuse detection in the tax compliance context—orchestrating real-time risk detection to catch sophisticated fraud patterns, and creating adaptive governance frameworks that stay ahead of evolving regulations. You'll be part of the risk investigations team for risk mining work related to tax fraud, as well as supporting cross-functional core capabilities (e.g. holistic risk detection across tax, compliance and general bad actor abuse).

Key job responsibilities
The Tax Compliance Operations team is seeking an exceptional Manager III, Risk Management (Tax Fraud) to lead a specialized investigations team focused on identifying and disrupting sophisticated tax fraud schemes across Amazon's marketplace. This role sits at the critical intersection of tax compliance, fraud detection, and product innovation, with direct visibility to senior leadership as we transform Amazon's approach from reactive compliance to proactive risk intelligence. This role operates at the intersection of organizational transformation, technical and science product development, and cross-functional leadership to combat bad actor fraud and abuse, driving critical decisions about compliance risk controls and platform architecture. This role requires navigating complex stakeholder landscapes across 5+ VP organizations while balancing regulatory requirements, technical constraints, and seller experience.

This is a player-coach role with heavy emphasis on "player"—you will personally conduct complex, high-stakes investigations (e.g. representing investigations team on decision making panels across tech, science and product) while building risk team capability.

Own end-to-end fraud investigations from initial detection through enforcement action, with explicit focus on extracting generalizable patterns that can be automated
Analyze every investigation through the lens of "how do we prevent this at scale?"—identifying the technical controls, data signals, and model features that would have caught this earlier
Prepare detailed investigation reports that include both case-specific findings and broader pattern insights with specific recommendations for Product/Tech/Science teams
Establish and maintain tight feedback loops: weekly syncs with Science teams on model performance, bi-weekly reviews with Product on prevention features, monthly deep-dives with Tax on policy implications
Develop metrics and dashboards that track fraud trends, investigation outcomes, detection model efficacy, and time-to-implementation for investigation-driven improvements
Lead incident response for high-impact fraud events, coordinating cross-functional teams to contain exposure and rapidly deploy preventive measures

A day in the life
Early Pattern Detection & Adaptive Intelligence

Identify emerging abuse patterns at their earliest stages—detecting signals before they scale into significant damage to Amazon or our customers
Lead investigations into sophisticated tax evasion schemes including VAT fraud, shell company abuse, customs manipulation, and identity misrepresentation
Develop and deploy advanced detection models leveraging internal transaction data, seller behavior patterns, and behavioral signals to identify high-risk actors before they cause harm
Continuously refine detection logic by feeding investigation learnings back to Science teams, ensuring models evolve faster than fraudster tactics

Basic qualifications

- 3+ years of auditing business processes, risk mitigation, program compliance or internal audits experience
- 5+ years of work in relevant industries such as law, customer service, investigations, risk, compliance or project management experience
- 5+ years of customer service experience
- Experience in audits related to business processes, risk mitigation, program compliance, or internal audits

- Experience with all Microsoft Office applications
- Bachelor's degree or equivalent

Preferred qualifications

- Experience working in risk, fraud or compliance organizations
- Master's degree or equivalent
