Our Team
Bloomberg is the industry standard for financial data. It's our business and our product. From the biggest banks to the most elite hedge funds, financial institutions need timely, accurate data to capture opportunities and evaluate risk in fast-moving markets.
The Programs & Governance team is part of the Engineering COO organization and partners with Engineering, Data, and business teams to deliver successful outcomes through planning, leadership, and execution, with a focus on efficiency, risk mitigation, transparency, and accountability.
We are a team of Program Managers driving complex programs at the intersection of strategy, operations, and execution. We translate organizational priorities into actionable programs and provide the structure and coordination needed to deliver across teams.
Within Programs & Governance, the Business Programs team leads programs requiring coordinated execution across multiple Engineering organizations and often partners beyond Engineering. The portfolio spans business and market-driven change, enterprise technology initiatives, and broader organizational priorities requiring alignment around common outcomes.
The Role
We are seeking an experienced Program Manager Team Lead to lead the Business Programs team within Engineering COO Programs & Governance.
You will lead and develop a team of experienced Program Managers responsible for some of the organization's most complex cross-functional programs, ensuring they operate with the right level of ownership, structure, and impact.
You will partner with senior leaders across Bloomberg to understand priorities, identify risks and dependencies, establish program structures, and drive execution across teams.
This role requires someone equally comfortable leading people and navigating complex programs. You will need strong technical understanding to engage credibly with Engineering teams and leaders, quickly understand business context, and the judgment to create clarity and drive outcomes in ambiguous, cross-organizational environments.
We'll trust you to:
Lead, coach, and develop a high-performing team of Program Managers, setting clear expectations and fostering a collaborative, accountable, delivery-focused culture.
Lead the portfolio of programs, shape how the team engages on new programs, and focus resources where they can have the greatest impact.
Partner with senior stakeholders to translate business and organizational priorities into clear outcomes, integrated plans, milestones, dependencies, and accountability.
Ensure programs maintain an end-to-end view of scope, execution, risks, dependencies, decisions, and readiness, with governance that provides transparency and drives accountability.
Identify execution gaps, risks, and cross-organizational dependencies early, bringing the right stakeholders together to drive resolution and escalate where needed.
Build trusted relationships across Engineering and partner organizations, influence across organizational boundaries, and serve as an escalation point for Program Managers and stakeholders.
Provide clear, concise communication to senior leadership and continuously improve how the team operates, including leveraging AI and emerging capabilities to improve efficiency, insights, and program execution.
Step directly into or lead critical programs when needed, particularly where additional leadership, structure, or cross-organizational coordination is required.
You'll need to have:
10+ years of experience or equivalent expertise in program management, technology delivery, or related domains.
4+ years of people leadership experience, including hiring, coaching, developing, and retaining experienced professionals.
A strong track record of leading complex, cross-functional programs with broad organizational impact.
Experience partnering with senior stakeholders to drive outcomes across organizational boundaries through influence, alignment, and shared accountability.
Strong program leadership skills, including establishing clear outcomes, integrated plans, dependencies, risks, governance, and executive communication.
Strong judgment and the ability to create structure, set priorities, and drive a path forward in ambiguous or evolving environments.
Strong technical understanding and knowledge of the software development lifecycle, with the ability to engage with Engineering teams and understand technical dependencies and trade-offs.
Excellent communication and collaboration skills, with the ability to build credibility across technical and non-technical audiences.
We'd love to see:
Experience leading Program Managers or a Program Management function in a large-scale Engineering or technology organization.
Experience with financial markets, financial technology, market structure, or programs driven by industry or regulatory change.
Experience leading programs spanning technology modernization, business or market-driven change, enterprise adoption, and cross-organizational initiatives.
A pragmatic, outcomes-focused leadership style that creates an environment where people can challenge ideas, raise risks, and perform at their best.
