The Tech Delivery Manager plays a critical role in ensuring the effectiveness, predictability, and sustainability of technology delivery across an assigned portfolio.



The Tech Delivery Manager (TDM) is a delivery specialist responsible for owning and continuously improving the technology delivery system within a portfolio. Rather than serving as a project manager or delivery executor, the TDM focuses on ensuring that planning, prioritization, reporting, risk management, and delivery practices enable teams to achieve business outcomes effectively. Working in close partnership with Engineering Leaders, Product Leaders, and cross-functional stakeholders, the TDM provides visibility, facilitates informed decision-making, and drives continuous improvement across the delivery ecosystem.



This role operates with a high degree of independence, proactively identifying risks, surfacing trade-offs, and recommending options to enable successful portfolio execution.



Key Responsibilities:


Delivery Leadership & Portfolio Management

  • Own the effectiveness of technology delivery across an assigned portfolio, ensuring alignment between delivery execution and business objectives.
  • Facilitate portfolio-level planning activities and ensure delivery commitments are realistic, achievable, and sustainable.
  • Surface delivery trade-offs and dependencies when priorities, resources, capacity, or timelines are misaligned.
  • Maintain a clear view of portfolio delivery health, ensuring stakeholders have timely and accurate information on progress and outcomes.

Risk Management & Decision Support

  • Identify, assess, and communicate delivery risks, impediments, and dependencies across teams.
  • Escalate systemic delivery challenges early, providing context, impact analysis, and recommended options for resolution.
  • Support Engineering Managers, Technical Leads, and Product Managers in making informed delivery decisions in complex and evolving environments.
  • Enable proactive issue resolution without creating unnecessary governance or approval bottlenecks.

Delivery Operations & Reporting

  • Establish and maintain effective delivery practices tailored to the needs of the portfolio while ensuring consistency with broader organizational standards.
  • Provide outcome-focused reporting that emphasizes value delivery, business impact, risk, and capacity rather than activity tracking.
  • Contribute delivery insights, metrics, and status information to organizational reporting frameworks and leadership updates.
  • Monitor portfolio capacity, resource utilization, and delivery trends to support planning and decision-making.

Continuous Improvement

  • Identify opportunities to improve delivery processes, team collaboration, and portfolio execution.
  • Reduce delivery friction, coordination overhead, and ambiguity in ownership and accountability across teams.
  • Drive the adoption of effective delivery practices based on empirical data, team feedback, and lessons learned.
  • Foster a culture of continuous improvement, experimentation, and learning within delivery teams.

Stakeholder Partnership

  • Build strong partnerships with Product, Engineering, Architecture, and business stakeholders across the portfolio.
  • Clarify decision-making responsibilities and operating models to improve transparency and efficiency.
  • Facilitate collaboration across teams to ensure alignment, shared understanding, and effective execution.
  • Influence stakeholders through data, insight, and trusted advisory relationships.


Qualifications:


Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, Business, or a related field, or equivalent practical experience.
  • Well-versed in technology delivery, program delivery, Agile delivery management, portfolio management, or a related discipline.
  • Proven ability to manage delivery across multiple teams in complex technology environments.
  • Strong understanding of Agile, Lean, and modern software delivery practices.
  • Experience working closely with Engineering, Product Management, and technology leadership teams.
  • Demonstrated ability to identify risks, manage dependencies, and drive resolution across organizational boundaries.
  • Excellent communication, stakeholder management, and influencing skills.
  • Strong analytical and problem-solving capabilities, with the ability to interpret delivery metrics and provide actionable insights.

Preferred Qualifications

  • Experience managing technology portfolios in a scaled Agile environment.
  • Knowledge of software development lifecycle (SDLC) practices, DevOps, and continuous delivery principles.
  • Familiarity with portfolio management, delivery reporting, and planning tools such as Jira, Azure DevOps, or similar platforms.
  • Relevant certifications such as SAFe®, Agile, Scrum, PMP, or Lean qualifications.

The range below represents Wiley's good faith and reasonable estimate of the base pay for this role at the time of posting roles in the United Kingdom, Canada, USA, Austria, Czechia, Denmark, France, Greece, Italy, Netherlands, Romania, or Spain. It is anticipated that most qualified candidates will fall within the range, however the ultimate salary offered for this role may be higher or lower and will be set based on a variety of non-discriminatory factors, including but not limited to, geographic location, skills, and competencies.
