How would you like to come be part of the team that builds Fiber to the Cloud?
We are looking for a highly motivated Technical Infrastructure Program Manager (TIPM) with a strong civil construction background to help develop and scale one of the world's largest and most complex fiber networks. Based in Dublin and working across multiple EMEA Regions, you will own the end-to-end delivery of outside plant (OSP) fiber civil works, including trenching and excavation, duct and conduit installation, directional drilling (HDD), chambers and handholes, and surface reinstatement, managing the civil contractors who build them to schedule, cost, and quality.
In this role you will be responsible for managing some of the most technical, cost-efficient, and fast-paced communication construction schedules achievable, with particular focus on the civil engineering and groundworks that underpin metro and long-haul fiber deployment. You will plan and supervise excavation works around live buried services, drive the permitting and wayleave process with authorities having jurisdiction, and hold contractors to Amazon's construction, safety, and environmental standards on the ground. You will be expected to review method statements and risk assessments (RAMS), enforce safe-dig practices near existing utilities, and make the call on where hand excavation, GPR survey, and utility protection are required before work proceeds.
As a Fiber Deployment TIPM you will be part of a highly capable, efficient team tasked with tackling the most fascinating and complex problems in fiber construction. You will bring deep, hands-on expertise in civil construction management, including reading engineering drawings and BOMs, understanding ground conditions and restoration requirements, and coordinating civil, splicing, and commissioning workstreams across diverse EMEA jurisdictions. The TIPM is ultimately responsible for end-to-end network delivery and contractor management, and will act as a leader in their discipline while helping build some of the most complex fiber optic networks in the world.

Key job responsibilities
- Project management and oversight of civil construction for new fiber builds and capital projects, owning scope, timeline, and budget.
- Own the end-to-end program for outside plant (OSP) civil works delivered through contracted build partners, spanning trenching and excavation, duct and conduit installation, directional drilling (HDD), chambers and handholes, and surface reinstatement.
- Manage the build partners and civil vendors delivering these works, holding them to schedule, cost, and quality, and releasing them only once works are complete and compliant.
- Ensure Amazon construction standards are followed, and perform quality audits, ensuring issues are remediated before vendors are released.
- Understand the permitting and wayleave environments across the multiple EMEA Regions we operate in.
- Understand ground conditions, restoration requirements, and local civil engineering standards across diverse EMEA jurisdictions.
- Read and interpret engineering drawings and BOMs, and create network planning packs for scalable, future-proof infrastructure.
- Understand fiber deployment types and ensure diversity requirements are met.
- Maintain a deep understanding of the fiber construction process, from civil groundworks through splicing and commissioning.
- Program management, risk mitigation, and status reviews to management and internal customers.
- Ensure health and safety compliance within their markets.
- Manage multiple projects, across time zones, with travel.

Basic qualifications
- 5+ years of experience in Technical Infrastructure Program Management
- 3+ years of experience in Program or Project Management
- 3+ years of experience managing civil construction or groundworks programs, delivered through contracted build partners (e.g. trenching, ducting, HDD, reinstatement)
- Knowledge of best practices and emerging technologies, related to network infrastructure (i.e. optical fiber, network hardware, data centers)
- Understanding of the optical fiber industry and markets
- Fiber characterisation and the ability to review fiber test results
- Strong technical understanding of transport technologies (Fiber Materials, DWDM, etc.)
Preferred qualifications
- Understanding of fiber optic network infrastructure and construction standards.
- Familiarity with EMEA permitting, wayleave, and streetworks environments across multiple jurisdictions.
- Familiarity with GIS platforms and quality assurance processes.
- Has led multiple large network construction programs.
- A relevant civil engineering or construction management qualification.
