Amey Consulting – Framework Manager
We have a fantastic opportunity for a permanent Framework Manager to join our Consulting Highways team. This is a hybrid position and with office space in Scottish offices including Edinburgh / Glasgow / Perth.
The Framework Manager will provide technical leadership and management across building structures, civil and multidisciplinary built environment projects, supporting both project delivery and business growth across Scotland. The role will lead the development and delivery of structural, civil and building-related engineering services for public estate, infrastructure and commercial clients, whilst managing technical teams, client relationships and commercial performance.
The postholder will act as a recognised technical leader in the buildings sector, supporting the identification and mitigation of asset risks, latent defects, building safety requirements and refurbishment opportunities, whilst driving innovation and excellence across project delivery.
Key responsibilities include:
- To act as a technical team leader, providing advice, guidance and supervision as appropriate to technical teams, operational managers, clients and suppliers
- Preparing and leading the preparation and checking of designs, calculations, drawings and documentation as part of the production of scheme deliverables that satisfy the overarching criteria of quality, cost and programme
- Responsibility for the commercial success of the projects within their portfolio, controlling budgets and managing the costs associated with the production of deliverables
- Liaising with client and supplier representatives at peer level and higher, including presenting proposals
- Significantly contributing to and leading the preparation of bids and the general work winning function, taking responsibility for the preparation of technical and commercial offers with accountability to the bid director
- Working on site, either on a visiting basis or in a full time but temporary role and including out of hours working
- Assuming the role of people manager when required by the business
Framework Ownership and Control
- Act as the single operational point of control and a key point of contact for client engagement.
- Lead the delivery of building structures and multidisciplinary engineering projects from feasibility through to construction and completion.
- Act as technical lead for structural assessments, inspections, condition surveys and refurbishment projects with expertise in the preparation of engineering calculations, drawings, specifications and relevant standards.
- Provide specialist advice in relation to structural engineering, building fabric, latent defects, asset management and risk mitigation.
- Lead design reviews, technical assurance activities and peer reviews across building projects.
- Ensure compliance with relevant design standards, Building Regulations, CDM Regulations and quality management systems.
- Support the development of digital engineering and BIM best practice across projects.
- Identify and engage relevant expertise in respect of complimentary disciplines eg M&E, Building systems etc
Interface and Coordination
- Manage a portfolio of projects, ensuring successful delivery against programme, quality and financial objectives.
- Lead fee proposals, commercial negotiations and work-winning activities.
- Identify opportunities for growth within existing clients and frameworks.
- Manage project resources, budgets, invoicing and financial forecasting.
- Identify and manage project risks, opportunities and change control processes.
Client & Business Development
- Develop strong relationships with public and private sector clients.
- Support strategic growth of built environment services across Scotland and interface directly with colleagues within the Complex Facilities business unit.
- Lead technical input into bids, framework opportunities and business development initiatives.
- Collaborate with operational teams to develop solutions addressing asset condition, lifecycle management and building safety challenges.
- Support mobilisation and delivery of time-critical projects where operational and financial risks exist.
Qualifications
- Incorporated or Chartered status or an equivalent professional licence, gained through the professional institution to which the individual is aligned
Skills
- Applies engineering theory and principles to complex or ambiguous situations, where concepts need to be adapted to reach the correct outcome
- Knowledge, understanding and experience of design and specification process with ability to manage others. Demonstrates a full understanding of the project scope and acts as Design Team Lead for both minor and major projects
- Highly experienced with relevant software and similar analytical tools. Good ability to check work produced by others and able to validate and approve the use of new tools
- Excellent knowledge of suppliers and the services they provide, maintained through regular contact
- Excellent oral communicator, able to present arguments and ideas very well to peers, more senior colleagues and clients. Can deliver internal training workshops and presentations to clients
- Demonstrates an excellent understanding of CDM and risk assessment. Highly experienced in the management and communication of hazards and risks on projects and ensures appropriate risk mitigation and transference has been applied. Is capable of acting as Principal Designer for all projects
- Demonstrates a very good ability to resolve possible interface clashes and manages interfaces within their own discipline
- Supervisory and people manager skills. Capable of managing or influencing the actions of technical teams regardless of office location, project or account, including the multidisciplinary environment and to undertake the people manager role
Experience
- High level experience and expertise within the relevant technical field, gained in a successfully progressing through engineering, senior engineering or associate roles or equivalent
- Chartered Engineer (CEng) or Incorporated Engineer (IEng) working towards Chartered status.
- Significant experience in structural engineering, building design, refurbishment and asset management.
- Experience leading multidisciplinary building projects.
- Strong commercial awareness and project management capability.
- Proven ability to develop client relationships and win work.
- Experience managing technical teams and mentoring engineers.
- Knowledge of BIM, digital design tools and collaborative design environments.
- Experience working across public estates, education, healthcare, local authority or commercial property sectors would be advantageous
