JOB PURPOSE:
Provide strategic advisory and end-to-end stakeholder management support to the Upstream CEO and ADNOC leadership across a diverse portfolio of internal, government, shareholder, partner and international stakeholders. Lead the formulation and execution of stakeholder management strategies, executive engagements, strategic partnerships, business-council agendas (Germany and Canada) and business-diplomacy initiatives that advance ADNOC Upstream, Germany-UAE Business Council (GUBC), and Canada-UAE Business Council (CUBC) priorities, strengthen institutional relationships and support informed executive decision-making. Synthesize complex operational, commercial, financial, geopolitical and market information into clear recommendations, briefs and engagement materials, while ensuring disciplined governance and follow-through on commitments, decisions and strategic opportunities.
Provide strategic oversight and executive support for the Upstream CEO’s responsibilities in relevant bilateral business councils, including the GUBC and CUBC, to strengthen membership engagement, facilitate investment and partnership opportunities, deliver flagship events and delegations, and reinforce ADNOC’s role in international business diplomacy.
KEY ACCOUNTABILITIES:
Job Specific Accountabilities
Strategic Stakeholder Management & Advisory
- Lead the formulation, implementation and periodic review of the Upstream stakeholder management strategy, engagement framework and stakeholder mapping, aligned with ADNOC and UAE priorities.
- Serve as a trusted advisor to the Upstream CEO and leadership on strategic stakeholder matters, governmental priorities, policy developments, advocacy positions, relationship risks and opportunities for influence.
- Act as a senior focal point for ADNOC leadership, Group Companies, shareholders, concession partners, government entities, embassies, international partners, financial institutions, contractors and other strategic counterparts.
- Develop and sustain high-value relationships with priority stakeholders, ensuring coordinated engagement, continuity, clear ownership and timely resolution of matters affecting Upstream objectives.
- Monitor external developments and stakeholder interests, assess their implications for Upstream priorities and recommend proactive interventions.
- Coordinate internal positions and narratives to ensure that engagements are outcome-based, appropriately sequenced and supported by clear objectives, messages, asks and follow-up actions.
Executive Engagements, Communications & Decision Support
- Lead the preparation and quality assurance of executive briefing packs, talking points, meeting scripts, correspondence, stakeholder profiles, political and business intelligence, legislative and policy analyses, decision notes and post-engagement summaries.
- Synthesize complex technical, operational, commercial, financial and market information into concise, decision-ready submissions for the Upstream CEO, executive committees, boards and other senior forums.
- Plan and coordinate high-level meetings, state visits, delegations, conferences and partner engagements, including agenda development, stakeholder alignment, announcements, protocol, access requirements and executive readiness.
- Capture decisions, commitments and agreed actions arising from executive engagements; maintain and drive timely closure with accountable owners.
- Ensure the accuracy, consistency, confidentiality and appropriate positioning of messages shared with internal and external stakeholders.
Business Councils & International Business Relations
- Provide strategic and operational oversight for assigned bilateral business councils, including membership growth, onboarding, engagement, governance, member services, budgets and annual plans.
- Engage council co-chairs, managing directors, board members and relevant Legal, Finance and Communications teams to support effective governance, compliance and operational excellence.
- Identify, cultivate and progress G2G and B2B opportunities with international energy companies, investors, governments, multinational organizations and business-council members.
- Facilitate partnerships, joint ventures, bilateral trade and investment opportunities by establishing clear pathways for executive sponsorship, technical evaluation, commercial follow-up and partner communication.
- Lead the development and implementation of council policies, operating arrangements and service standards, as assigned.
- Represent ADNOC, GUBC, and CUBC, as delegated, at council meetings, international forums, delegations, state visits, conferences and other strategic platforms.
- Manage and enhance the reputation, visibility and positioning of ADNOC and assigned business councils through coordinated stakeholder engagement and strategic communications.
Portfolio Intelligence, Governance & Information Management
- Manage the collection, validation and analysis of stakeholder, project and portfolio information relevant to asset operations, growth projects, CAPEX, OPEX, partnerships and strategic initiatives.
- Coordinate with internal functions, the Executive Office and Group Companies to align positions, eliminate duplication and maintain a coherent Upstream narrative.
- Govern the structure, quality, version control and secure handling of stakeholder information, executive materials and relationship records.
- Ensure relevant leadership decisions and resolutions are communicated promptly to appropriate stakeholders and translated into tracked actions.
Events, Delegations & Reputation Management
- Lead the planning and participation of the Upstream CEO at priority leadership forums, townhalls, executive roundtables, overseas missions, flagship council events, partner events and major industry engagements.
- Advise on stakeholder positioning, executive visibility, messaging, media coordination and relationship outcomes before, during and after major engagements.
Digital Enablement & Continuous Improvement
- Leverage digital tools, automation and AI-enabled workflows to improve stakeholder intelligence, briefing preparation, action tracking, reporting and knowledge continuity, in line with applicable policies.
- Benchmark stakeholder-management practices and implement solutions that improve quality, speed, governance and institutional knowledge.
- Promote disciplined knowledge transfer and maintain reusable templates, engagement records and stakeholder insights.
Any Other Key Accountabilities
- Lead or support special projects and priority initiatives related to the mandates of the Upstream CEO, ADNOC Group leadership and the Government of Abu Dhabi.
- Perform other stakeholder management, strategic advisory and executive support responsibilities as assigned.

- Comply with relevant HSE policies, procedures, controls, applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reports
- Prepare and provide inputs to management information, progress, stakeholder, budget and performance reports for Company leadership.
COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
- Upstream CEO and Upstream leadership team, including EVPs, SVPs and VPs.
- The Executive Office, Strategic Relations Management, Strategy, Business Development, Finance, Communications, Legal, Human Capital, Protocol, Security and other support functions.
- ADNOC Group Companies, operating companies, asset and project teams, board and committee secretariats and stakeholder management counterparts.
External
- UAE and international government entities, embassies, diplomatic missions and senior public officials.
- GUBC and CUBC co-chairs, directors, members and C-suite representatives, and other bilateral business councils as assigned.
- Shareholders, concession partners, national and international energy companies, investors, financial institutions and strategic business partners.
- Industry associations, conference and event organizers, consultants, vendors, contractors and third-party service providers.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor’s Degree in Engineering, Business Administration, International Relations, Economics, Finance or a relevant discipline.
- Master’s Degree or MBA is preferred.
Minimum Experience & Knowledge & Skills
- 7 years of relevant experience in strategic stakeholder management, executive office support, business development, government relations, international relations or a related field, preferably within the energy industry.
- Demonstrated experience advising senior executives and engaging effectively with C-suite, government and international stakeholders.
- Strong understanding of the oil and gas industry, global energy issues, geopolitical and market dynamics, corporate governance, business councils and strategic partnerships.
- Exceptional executive communication, writing, briefing, stakeholder engagement, analytical, advocacy and influencing skills.
- Proven ability to simplify complex information, exercise sound judgment, manage sensitive matters and deliver multiple high-priority assignments under tight timelines.
- Strong project, event, delegation, AI utilization capability, with effective cross-functional coordination and disciplined action follow-through.
- High level of discretion, cultural awareness, protocol sensitivity and professional integrity.
- Proficiency in relevant digital productivity, information-management and reporting tools.
Professional Certifications
- Project Management, stakeholder engagement, international relations or similar professional accreditation is preferred.
