You'll help build a global law enforcement engagement capability from scratch — designing the architecture that connects Amazon's security operations with policing agencies globally to disrupt organised crime at scale and create lasting purposeful symbiotic law enforcement relationships. As a Law Enforcement Engagement Leader for Rest of World, you will own the end-to-end law enforcement engagement strategy across EMEA, APAC, and MEA. You are accountable for building the relationship architecture, engagement frameworks, and intelligence-sharing models that turn connections into a structured, institutionally-owned network. You'll be part of a team securing cross-functional dependencies with Legal, Finance, and Global Security Operations Center (GSOC), and represent Amazon at the highest levels of international law enforcement.

There is no existing playbook and no inherited structure. You will help define the operating model, and you enable field teams to execute, maintaining local relationships, acting as the bridge to support.

Key job responsibilities
- Own the Law Enforcement Engagement strategy and operating model across EMEA, APAC, and MEA. Design and implement the three-tier relationship model (strategic, regional, local) across 30+ international jurisdictions, and build the Geographic Targeting Model to direct resources where loss, risk, and relationship gaps intersect. Deliver the priority-market heat map.
- Design the LE Partnership Registry, converting personal relationships into institutional, company-owned assets. Develop standardised engagement playbooks, Memorandum of Understanding frameworks, and SLA-driven inbound request processes tailored to civil-law and common-law jurisdictions. Build legally compliant information-sharing models co-designed with Legal, and establish bidirectional intelligence protocols with GSOC.
- Secure and maintain cross-functional dependencies across Legal, Finance, GSOC, Investigations, Public Policy, and ACS. Ensure formal deconfliction with Investigations across international markets.
- Help onboard and develop regional STLs across EMEA, APAC, and MEA. Set the operating rhythm from weekly stand-ups to quarterly business reviews. Mentor team members ensuring role clarity and career progression.
- Represent Amazon at the highest levels of international law enforcement — building executive relationships with INTERPOL, Europol, and national agencies, and leading engagement with industry bodies including TAPA, OPAL, and ASIS. Own governance oversight for ROW, ensuring alignment with WWOS-wide frameworks.

About the team
The LEE team sits within Amazon's Security Operations Group, building the institutional architecture that connects Amazon's security operations with law enforcement agencies across ROW 30+ international markets to disrupt organised crime targeting global logistics.

Basic qualifications

- Experience in risk management, audit, legal, compliance or a related field including engaging with external stakeholders
- Experience in team management with 5 or more direct reports
- Experience implementing lean principles and process improvement in an operational environment
- Experience working within a global company, with multi-country responsibilities
- Bachelor's degree or equivalent
- Experience in security service, loss prevention, asset protection, audit, investigations, law enforcement, risk management, data analytics, inventory control, quality assurance or a related field
- Experience creating and delivering written and oral communications for technical and non-technical audiences
- Experience leading the design, development and/or implementation of new business processes or programs
- Deep experience with public-private partnerships and information-sharing programmes across multiple jurisdictions
- Experience operating across international boundaries with an understanding of civil-law vs. common-law jurisdiction differences

Preferred qualifications

- Knowledge of International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), or regulatory requirements or standards
- Experience with audit or risk program design, control environment process documentation, and control mapping
- Master's degree or equivalent
